A Study in Ambiguity

Writing in the New York Times about the looming fiscal cliff, Paul Krugman ("Hang Tough, Mr President") warns Barrack Obama of the dangers in seeking a compromise at almost any cost with the Republicans. He concludes with the words: "No deal is better than a bad deal".

What exactly does he mean?!

Another ambiguous statement I recall from a long time ago - "All management decisions have to be accepted by the workers".
